“The Arizona English Language Learner Assessment (AZELLA) is a standards-based assessment that meets both state and federal requirements to measure students’ English language proficiency. Every district in Arizona is required to administer the AZELLA Placement Test to students who:
• are new to Arizona
• have 1 or more languages other than English or American Sign Language listed on the PHLOTE and/or school enrollment form
• have been identified as second language learners on the Home Language Survey form.
If the student is found to not be proficient, the school then needs to create a plan and the child is reassessed each year. The IEP team can also make a decision to not have the child reassessed, but, per law, cannot prevent the child from taking the initial placement test.
